The Fulton Hogan Delplant Beca Joint Venture (FHDB) was awarded its first major project as part of South East Water’s pipes and structures capital delivery program. The project is called the Peninsula ECO (Early Connection Option) Transfer Main Project.
The scope of the automation solution included the installation of two new sewer pump stations and twenty five reticulation inlet connections.
The first stage comprised the installation of a new Pump station and four reticulation connections. The new infrastructure required additional control and monitoring including telemetry, local control, local HMI management and remote management by control room SCADA system operators.
Parasyn working for Ace Electrical Infrastructure (and Fulton Hogan) provided engineering services from August 2014 to February 2015. Services included site preparation, process control system design, device configuration and commissioning services.
Comparatively speaking, only a small element of the overall $357M project was Parasyn’s stage 1 scope which included:
- Requirements development
- Document the control and communications device’s design and configuration
- Procure and supply communications and control equipment
- Develop RTU/PLC software for the Pump Station
- Develop RTU software for stage 1 reticulation Inlet sites
- SCADA services (in support of integration and commissioning by the SEW in-house team)
- PLC Control System configuration
- Local HMI Configuration
- Documentation and Project Management including change request management, mobilisation and resource coordination
- Factory Acceptance test (FAT)
- Site Acceptance test (SAT) and commissioning
The 6 month long project had its challenges with multiple scope changes to the control philosophy and tight schedules between each iteration of the project. With a flexible and constructive approach, Parasyn was successful in delivering the project to the agreed timing along with excellent support from partners Ace Electrical Infrastructure.
The major macro benefits of the project include;
- The upgrade of sewage infrastructure to 16,000 properties between Portsea and Rye Victoria
- The elimination of the use of on-site septic tanks, improving public health and removing odour
- Provide an opportunity to connect sewer up to 16 years ahead of scheduled connection.
This project is representative of how Industrial Automation is being used to support and improve public services using creative and innovative technologies.
