On 9th June 2015, the Department of Health and Human Services (DHHS) www.dhhs.vic.gov.au gave the thumbs up for City West Water to operate the Altona Class A Recycled Water Plant. The department independently satisfied itself that the operation and controls of individual unit processes were capable of producing Class A recycled water that meets the microbial water objectives established for this scheme.
Chosen from the City West Water (CWW) panel of providers, Parasyn provided engineering services including design, development, testing and commissioning of the existing plant.
The Altona recycled water treatment plant train includes;
Treated sewerage sourced from the Altona sewerage treatment plant
Membrane filtration (MF/UF)
Reverse Osmosis filtration
Chlorine disinfection
CWW were under significant pressure to complete the commissioning of the plant as industrial consumers of the finished product where anticipating its supply.
The plant was originally provided and commissioned by other parties, but did not meet the operational requirements now set by CWW. For this reason an audit of the production process was undertaken and new functional requirements for the controls were determined. Parasyn was called in to do critical design of the control system and implement the function requirements and design.
Working very closely with CWW, Parasyn and CWW engineers worked through technology and process issues drawing in additional support resources as required to ensure milestones were met and by resolving all plant control deficiencies as they were detected during the testing and plant commissioning activities.
A close working relationship work for CWW and Parasyn?
CWW demonstrated support for Parasyn recommendations and methodologies as the project developed. This created a very cooperative working environment where different teams from each of the organisations worked towards a common goal.
CWW management provided timely updates on milestone progress for the whole of plant and along the way included positive encouragement to the Parasyn delivery team. For example, Parasyn is;
Attentive and responsive to issues highlighted and proactive in getting things fixed ahead of being told to
Communication flow was commendable and a strong factor in limiting frustrations in a tight scheduled project
Management support surpassed our expectations in terms of attention, reaction time, and lead time of resolution
Honest, transparent and not prone to finger pointing when issues arise. Parasyn get the job done.
What does this mean to City West Water
CWW has achieved a significant technology milestone through people. PLC control systems like this can sometimes take years to resolve when constrained by existing infrastructure, committed operational methodologies and commercial limits. Despite this, CWW has transformed a non-functional plant into a fully functional plant without the need to completely overhaul equipment and replace instrumentation and technology. Existing instrumentation and interfaces were utilised wherever possible to suit the new control requirements developed by Parasyn and endorsed by the combined project delivery team.
City West Water is now producing “in spec” Class A recycle water to its clients.
