Taking a whole of business approach to SCADA System management is essential to asset optimisation and better UX for OT.

Jemena owns and operates a diverse portfolio of energy and water transportation assets across the east coast of Australia. With more than $9 billion worth of major utility infrastructure, Jemena supplies millions of households and businesses with essential services every day.

Parasyn was engaged to validate and update the device definitions across the entire Jemena asset fleet including Jen Network in Melbourne (North West Electrical Distribution approx. 350K Customers/50 Substations etc), several gas transmission pipelines and associated plant (QLD Gas Pipeline, Eastern Gas Pipeline etc), NSW Gas Distribution Network and a Recycled Water Plant in Sydney. Jemena have two control rooms (Melbourne & Sydney) and several SCADA systems including GE based JENe for Melbourne Electrical assets, NSW Gas Distribution and the Water Recycle Plant plus a Honeywell Experion system for their Gas Transmission Assets.


Jemena has been evolving into a process-centric organisation in recent times with an objective of being a world class owner and manager of energy delivery assets. Jemena assets have been acquired at different times and from different sources and have inherited legacy systems and processes. This inheritance has created a challenge for any new Information System including SCADA System design. Within the control room environment, there is a need for common platform and process alignment for uniform operational practice. This initiative was to capture and rationalise the Jemena operational device layout and requirements for all assets in order to optimise the network operations performance for now and for later. Jemena’s aim was to prepare for the new One SCADA System implementation as their existing JENe SCADA system was end of life. Therefore, all their devices needed to be documented in a system design matrix, providing the basis for the new SCADA design.


Jemena required Parasyn to capture current requirements about all network devices, rationalise, validate and “clean-up” superfluous switching actions currently existing as part of legacy practises,  create an artefact as a reference point for consistent training and practices, develop a systems design matrix for all devices and points and finally document the operational functionality for each device in support of the SCADA system design inputs.


Parasyn created a project delivery plan to align with Jemena objectives.

Other key activities performed collaboratively with Jemena Operations included;

  • Concept validations, evaluate existing documentation and technology, identify and clarify the delivery requirements and develop specific project reports.
  • Gathering SCADA and Device information, document and organise for analysis
  • Performing analysis, develop standards, conventions and use cases etc where applicable. Identify gaps in information and report and manage further actions
  • Developing standards recommendations and present for review. Obtaining user acceptance prior to completing design documents.
  • Preparing Design Documents including the initial System Design Matrix (SDM) and develop system diagrams as required.
  • Development of a global IO list for the entire system and network based on best information available at the time.
  • Conducting an initial System Design Review – including Peer review and meetings to sign off concepts and finalise the System design documents.


Jemena received a design input document that detailed every point in their SCADA and Control Systems to help shape their operational model. This information was used to design their new SCADA system and implement a consistent operation across all similar networks, assets and devices.
